Avant Paris était Lutèce et, déjà à cette époque, des fortifications existaient selon les témoignages et les fouilles archéologiques. Mais bien plus récemment, au XIXe siècle, Paris était encore entourée par des fortifications. Faisons un bond dans l’histoire pour retrouver ce passé lointain (ou presque).
Des fortifications depuis les gaulois?

L’histoire de Paris est rythmée de guerres, de rivalités mais surtout de prises de décisions. Centre du pouvoir depuis des siècles, la ville a toujours eu intérêt à se parer de fortifications pour ne pas se retrouver totalement aux mains ennemies.
L’hypothèse d’une enceinte gauloise est émise bien qu’elle n’ait jamais été prouvée. Dans tous les cas, la ville de Lutèce ne devait alors s’étendre que sur un espace relativement restreint, probablement sur l’île de la Cité, et devait donc être protégée par la barrière naturelle qu’est la Seine.
Les autres enceintes qui vont se succéder dans le temps sont, quant à elles, prouvées par des recherches archéologiques. Une enceinte Gallo-Romaine verra ainsi le jour et sera légèrement plus étendue que son hypothétique prédécesseur.
Ce sont par la suite des enceintes médiévales qui seront bâties. La première, aussi connue sous le nom d’ « enceinte carolingienne » aurait été construite vers le Xème siècle. Toujours dans un objectif de protection, une seconde enceinte médiévale, « l’enceinte de Philippe Auguste », est créée au XIIème – XIIIème siècle. Elle enclavait alors plus de 250 hectares de parts et d’autres de la Seine pour une population estimée à environ 50 000 habitant.es. L’enceinte de Charles V y fera suite avec des agrandissements. Puis, L’enceinte de Louis XIII apparaitra au XVIème siècle pour être en partie détruite par son fils, Louis XIV.
Avant d’arriver à l’enceinte qui nous intéresse, une dernière peut-être mentionnée : le mur des fermiers généraux. Ce mur est construit dans l’optique de percevoir les impôts. Il est un moyen de limiter et de contrôler ce qui entre dans la capitale afin de pouvoir y imposer des taxes. Il sera construit mais, quelques années plus tard, la Révolution Française aura lieue…

Replaçons nous face à l’histoire; premier Empire (1804-1814), Napoléon Bonaparte se met presque tout le vieux continent à dos avec ses conquêtes et ses guerres. Une grande coalition composée principalement du Royaume-Uni, de la Prusse et de la Russie, parviendra finalement à conquérir Paris et à défaire l’empereur français.
C’est avec ce traumatisme en tête et avec un contexte toujours instable que le ministre de Louis-Philippe, Adolphe Thiers, parviendra à faire voter en 1841 un budget conséquent pour la construction d’un nouveau mur autour de Paris. Celles qu’on appellera « les fortifs » engloberont presque 8 000 ha avec des portes et des forts de parts et d’autres du mur. C’est dans cette optique qu’avait été créée la ligne de Petite Ceinture qui permettait de relier ces points stratégiques entre eux.

Mais, avec la révolution industrielle sont venues les nouvelles techniques de guerre. L’utilité de l’enceinte est ainsi très vite réduite. L’incapacité de la forteresse à protéger la ville est démontrée en 1870, lorsque les armées prussiennes de Bismarck arrivent à Paris et encerclent la Capitale. Il faut dire que c’est une véritable course à l’armement et à l’innovation qui avait pris place à cette époque notamment entre deux puissances européennes rivales: la Prusse et l’Angleterre. La France était, quant à elle, loin derrière. Ceci fut démontré par la puissance des canons Krupp devant lesquels l’artillerie française n’a pas su resister. Les « fortifs » ont même permis un retournement de situation assez cocasse puisque, suite à la défaite militaire, c’est la commune de Paris qui a pu prendre le pouvoir et garder la capitale pendant plusieurs mois en se servant du mur.
La révolution industrielle a aussi permis le développement d’une science nouvelle à la fin du XIXe siècle: l’urbanisme. En effet, l’urbanisme est né dans un soucis d’améliorer la qualité de vie dans des villes non adaptées et surpeuplées à cause de l’exode rural et de la transition démographique. C’est aussi dans cette optique que le mur est rapidement vu comme un problème pour le bon développement de la capitale.

C’est en 1919 qu’est voté la démolition du mur qui durera jusqu’en 1920. Mais ce qu’on appellera par la suite « la zone » ne fera l’objet que de très peu d’entretien et de changements… Afin de pouvoir défendre la capitale, le devant du mur à l’extérieur de Paris ne devait se composer que de plaines afin de pouvoir viser au mieux les ennemis. Sauf qu’une fois le mur démoli, le tour de Paris n’était plus que des terrains vagues où se sont amassés des bidonvilles progressivement remplacés par des logements sociaux.
Aujourd’hui, subsistent encore quelques vestiges de ce mur. Mais c’est désormais principalement le périph’ qui encercle Paris…
